Two days Training on Participatory Local Level Planning ( PLLP) and Budget Formation Process has been accomplished in Kailari Rural Municipality and Gauriganga Municipality of Kailali district under WoRLD Project. The financial support was provided by DCA. The training was organized with the objective to discuss on role of elected representatives towards budget formulation process of local governance in new restructuring mechanism as a autonomous body and to ensure the demand of local community especially of women, children and disadvantage groups when preparing local governance planning process.The program was carried out on 26th and 27th April at Kailari Rural Municipality whereas in Gauriganga Municipality on 29th and 30th April. A total number of 115 participants participated in the program including Kailari rural municipality and Gaurigana Municipality where Chairperson, Deputy Chairperson, Chief Execcutive Officer, Ward Chairs including all ward member ( Dalit women member & women member) participated.
During the training, discussion was focused on the role of elected representatives during budget formation process and implementation through project implementation. As per provision of the constitution, local governance are autonomous bodies in terms of law making process, law implementation process and law monitoring process as well. Elected representatives are responsible for the overall planning, budgeting, expenditure and monitoring procedure of the local body.The interaction was held along with group work and presentation by participant focusing on role of elected representatives seventh step planning process.Local governance head and representatives committed to ensure meaningful and inclusive participation of public during the planning process and held that the role of governance representatives will be facilitating role, during the project planning and prioritize process. They did commit to exercise real budgeting during budget formation and internal review generation. Mayor of Gauriganga , Mr. Bhim Bahadur Deuba expressed his thankfulness to Jagaran Nepal for providing the technical support to elected representatives as well as local governance. Chief of Kailari Rural Municipality, Mr. Lajuram Chaudhari also expressed his gratefulness towards Jagaran Nepal for the useful training content on local level planning process. He also committed to ensure the meaningful participation of elected representatives during inclusive planning process.
All elected representatives of both the local governance basically ward chairs were glad to get participated in the training and were provided knowledge on the budget formulation and planning process and its practical and implementation nature. In the upcoming days, Jagaran Nepal will design the follow up program of this training and make a review meeting with team of local body as well a right holders, before and after local level planning as well as budget allocation.
