Summary of the Project

Project Title:  Policy Advocacy and Capacity Building for Women's Political Inclusion

Project Period: 1 year (January- December, 2012)

Total Budget: NPR 7,386,336

Project Goal/Impact: To contribute towards creating opportunities for women in political parties through policy advocacy and capacity building

Project Purpose/Outcomes: To increase participation of marginalized and excluded women in politics at all levels and in key posts/portfolios of policy and decision making levels from centre to community.

Outputs

Output 1: Enhanced capacity of  potential women leaders at the VDCs on women's political inclusion and policy advocacy of women issues
Output 2: Sensitized political parties in ensuring women inclusion in different levels of party structures
Output 3:  Strengthened capacity of inter-party women alliances (IPWA) and Women Rights Advocacy Networks for policy advocacy of women issues in the districts and centre

1.1 Orientation to the potential women leaders on political party structures, manifestos, laws, bylaws and local governance policies, programs designed for women  at the VDCs

Right Holders

  • Primary: Inclusive potential women leaders of VDCs, WIP project formed Network members and IPWA members, youth leaders, political parties especially male leaders, civil society members
  • Secondary: Civil society, frontline workers mainly in the sector of women empowerment, social inclusion and inclusive democracy (lawyers, journalists, human rights activists, women activists, socially excluded groups, dalits, ethnic minorities, different sexual orientation groups etc). WDO, similar interest group of people, volunteers, club members, government line agencies etc.

Project Coverage (Location) : —11 districts namely Morang, Sunsari, Khotang, Surkhet, Dailekh, Doti, Dadeldhura, Kaski, Tanahun, Kavre and Sindhupalchowk ; Centre level , Kathmandu; and 55 VDCs of 11 project districts (Each 5 selected VDCs from each district)

Summary of the Project

Title of Project: Policy Advocacy and Capacity Building for Women’s Political Inclusion

Project Description

Goal: To contribute towards creating opportunities for women in political parties through policy advocacy and capacity building.

Major Purpose: To increase participation of marginalized and excluded women in politics at all levels and in key posts/portfolios of policy and decision making levels from centre to community.

Specific Purposes

  • To support and strengthen the skill and capacity of  marginalized and excluded women in the selected communities (VDCs) and districts on advocacy and leadership skills and issue identification of  human rights, women rights. 
  • To facilitate political parties in district and centre to monitor their progress towards adopting more inclusive and democratic practices and adherence to their constitution, statutes and manifestos and to dialogue proactively within inter/intra parties and CSOs on women inclusion in politics (special focus on women issues and governance).
  • To support for network formation of potential women leaders and their strengthening at community level.

Outputs

Output 1: Enhanced capacity of potential political women leaders and cadres on women’s political inclusion and policy advocacy.

Output 2: Sensitized political party members of the districts and centre for advocacy and lobbying on the inclusive and democratic practices like constitutions, statutes, laws, by-laws etc.

Output 3: Strengthened institutional capacity of Jagaran Nepal for policy advocacy and campaign on political inclusion of women.

Project area

o  11 districts namely, Morang, Sunsari, Khotang, Dailekh, Surkhet, Doti, Dadeldhura, Kaski, Tanahun, Kavre, Sindupalcchok where Jagarn Nepal had implemented  Capacity Building Programme for Women Involved in Politics and Inclusive Democracy for two years (2006-2008).
o  55 VDCs/communities (5 VDCs from each selected district)

Activities

Output 1:

1.1 Community level awareness raising interaction on women issues and women's participation in politics
1.2 Community leadership development training/orientation to the identified potential women leaders
1.3 Formation of community based women network and its strengthening
1.4 Advance level orientation to the women leaders who are trained previously from RDIF 2006-08 project ( in the region)

Project Right Holders: 

  • Women leaders/cadres directly associated with the major political parties (who are marginalized and excluded) from centre to district and community levels;

  • Grassroots level women social activists and women who are the leaders for tomorrow;
  • Women in policymaking levels of government sectors, constitutional body, political parties and civil society;
  • Leaders of major political parties who have influence in policy-decisions of the respective parties;
  • Leaders of the sister organisations of the political parties including youth women politicians;
  • Other civil society members, frontline workers mainly in the sector of women empowerment, social inclusion and inclusive democracy (lawyers, journalists, human rights activists, women activists, socially excluded groups, dalits, ethnic minorities, different sexual orientation groups etc).
  • WDO, similar interest group of people, volunteers, club members, government line agencies etc.

Expected outcomes/changes:

  • Formation of a strong network of women at community level in selected districts.
  • The main political parties will endorse in their constitutions, statutes and manifestos the reservation  quotas for women in different policy making levels for women involvement in politics with due consideration to inclusive democracy and social inclusion.
  • Political parties each of the documents will be gender/women friendly.
  • As a result of this, there will be initiative towards making at least 33% inclusion of women in the committees of the political parties. A way-out and action plan for proportionate representation of women will be made and maximum no. of critical mass for women in politics will be created.
  • Various interactions, trainings, orientations will enhance the capacity of more than 1000 women political activists, social leaders and leaders able to intervene the policies of the government and political parties.
  • Data base on the overall situation of women and women leadership for advocacy and lobby.
  • The leaders in the policymaking levels of major political parties will be sensitive towards women rights issues and they will also adopt a policy of inclusive democracy and social inclusion in their party structures.
  • The women leaders in the political parties will analyse the issues related to human rights, democracy and inclusion from gender perspectives, which will help to have more access for women to reach the policy-making levels.
  • Overall more than 5000 women involved in politics, political parties leaders and activists, civil society members, human rights activists, journalists, lawyers and all other similar interest groups will be benefited by this project directly and indirectly.
  • The potential trainers (most of them will be the political women leaders) will be developed as master trainers in the districts able to provide trainings on inclusion and inclusive democracy including women rights issues in the districts.
  • Different networks and coalitions will come for cause especially for women rights and political inclusion of women and linkage among the different at grassroots, districts and central levels.
  • Grassroots level women will be encouraged to take initiatives for different levels of leadership.
  • Know-how on emerging issues and governance along with its impact on women.
